The Department Of Homeland Security Is Hard At - Business Insider

Last March we found 450 million rounds of .40 caliber ammunition slated for delivery to the Department of Homeland Service and its agencies.

Weeks later we found an additional request for 750 million rounds. The news wasn't reported much, though the order forms are still floating around.

It's not as demand for ammunition by the DHS is terribly new. Manufacturer Winchester posted an award to its site in 2009 agreeing to deliver 200 million rounds for the agency over five years. But if that's accurate it's an additional order that's still coming in on top of the others.

Major General Jerry Curry, (Ret) offered up a good point when the 750 million order became public last fall saying that number of bullets was more than 10 times what U.S. troops used in a full year of Iraqi combat.

Now that a new Department of Homeland Security order for another 200,000?hollow points has been placed, we're curious to see what happens to that much ammunition in 12 months. Knowing that DHS trains rural, regional, and federal law enforcement at their Georgia training center, we took a look online to see what programs they have requiring so much firepower.

The Firearms Division?(FAD) at the Federal Law Enforcement Training Center?(FLETC) in?Glynco, Georgia?is?the biggest facility of its kind in the nation and has more than 88 instructors from several federal agencies.

Homeland Security offers a Rifle Training Program,??a?Precision Rifle Observer Training Program (PROP)?that looks like a 37 hour sniper/counter-sniper course. The bonus at PROP is any uniformed officer can take the course and receive the advanced training, since assignment to a sniper team or tactical unit is not required. No rifle or sniper training at all, in fact, is required to take this one where public servants learn to take out targets at more than 1,800 feet away.

There's also the?Reactive Shooting Instructor Training Program (RSITP), which looks like some sound practical advice for folks facing off against bad people during their workday.

The?Submachine Gun Instructor Training Program (SMGITP)?provides?H&K MP-5 and UMP-40, Colt M-4, SMG (9mm) and our personal favorite the FN P90 for testing and training. There are even two qualifications required to graduate this one. One test goes down with the H&K MP-5 the other the Colt M-4.

Finally, the?Survival Shooting Training Program (SSTP)?seems like a challenging 8.5 day Master course where Law Enforcement Officer's become acquainted with a variety of weaponry, technique, and the effects of stress.

Definitely a comprehensive program, especially the Interesting Facts About The Firearms Division page. I'll list them below in their entirety after I point one fact that states all the firing in the above courses, and whatever else gets expended, requires about 15 million rounds of ammunition a year.

That doesn't make the most recent batch of 200,000 rounds seem out of line, but those billion or so rounds, seem like they could be better accounted for. Anyway, as promised ? all the interesting facts about the firearms division:

• Firearms Division (FAD) has approximately 49 buildings that include indoor and outdoor firing ranges, offices, ammunition and weapons storage, equipment and supply storage spaces.

• The indoor range complex and the outdoor ranges (to include 2 outdoor ranges currently under construction) have a combined total of approximately 384 firing points for live fire training.

• These do not include the various scenario-based training ranges that FAD uses for tactical training.

• FAD has approximately 9 training ranges used for scenario-based tactical firearms training.

• There are approximately 150 staff members assigned to the Firearms Division including managers, support personnel and instructors.

• The instructor cadre consists of former law enforcement and/or military personnel who now work for the Federal Law Enforcement Training Center (FLETC) and current law enforcement personnel detailed from many of the agencies who participate in training conducted at the FLETC.

• Training requires the use of approximately 15 million rounds of ammunition annually.

• The ammunition includes lead projectiles and reduced hazard (environmentally friendly) ammunition.

• The reduced hazard ammunition accounts for approximately 70 percent of the ammunition expended for training.

• FAD offers 8 advanced firearms training programs. These programs are open to Federal, state and municipal law enforcement personnel. Some international law enforcement personnel attend these programs when they are sponsored by one of the Federal partner agencies.

• FAD offers approximately 120 firearms courses.? Many of these are contained in FLETC basic, agency basic and advanced law enforcement training programs.

• FAD conducts advanced export training (off site) at other Federal, state and municipal facilities around+ the country on an as-needed basis.

** Signing off the DHS?FLETC home page we noticed a small banner at the bottom right stating firearms training requires about 20 million rounds annually. So give-or-take five million or so. No wonder they need so many deliveries.

When the environmental left?s methods of ?saving the planet? collide with the safety nannies? agenda of eliminating every possible risk from our daily lives, the former usually takes precedence. When it comes to protecting the earth, suddenly a little risk is completely acceptable ? provided it?s for the right reason:

Energy efficient bulbs are eco-friendly and can save you big bucks, but experts say that some could also have a dark side.

?When there is something in your house, you don?t perceive any danger, you wouldn?t get that close to an x-ray in a doctor?s office,? explained Miriam Rafailovich, Professor of Materials Science at Stony Brook University in New York.

Money saving, compact fluorescent light bulbs emit high levels of ultra violet radiation, according to a new study. Research at Long Island?s Stony Brook found that the bulbs emit rays so strong that they can actually burn skin and skin cells.

?The results were that you could actually initiate cell death,? said Marcia Simon, a Professor of Dermatology.

Exposure to the bulbs could lead to premature aging and skin cancer, according to doctors.

The compact fluorescent industry claims that the bulbs are safe, but admitted that they emit ultraviolet rays. The industry released a statement that said ?the levels of UV radiation emitted are acceptably low,? and that they are safe under normal use.

Stony Brook researchers advised that customers exercise caution and stay two feet away from the bulbs at all times, while storing them in an overhead fixture or lamp.

Yes, stay at least two feet away from them, and don?t make any sudden movements. Are we talking about light bulbs, or Happy Fun Ball?

If you happen to break a CFL, the cleanup process is 21 simple steps ? 22 if you count the prayer.

Fortunately I still have a stock of old-school incandescent bulbs large enough to light up Las Vegas for a decade. As for power sources, I?m going to do what?s best for the planet and start relying more on oil. If it?s good enough for Al Gore it?s good enough for me.

Original Android Logo Was A Truly Frightening Robot

That cute bug-eyed Android logo wasn?t always so adorable.

On Google+ Wednesday, Dan Morrill, a Google employee, posted the first ever Android designs -- and boy are they scary. We're glad the spiral-eyed robots with square teeth and mandible digits didn?t come out with the first Android phones, although it's possible they could have inspired the creepy 2009 Android/Verizon Droid advertisements.

Morrill explains the results by recounting how he was tasked with creating the first Android logos. ?See, we were prepping for an internal developer launch (meaning, we were going to ask Googlers to start fooling with the APIs and give us early feedback), and I had no eye candy for the slides we were putting together. Hence these guys,? he wrote on Google Plus.

The original Androids were apparently designed on Inkscape and were momentarily popular before designer Irina Blok presented her design -- which Morrill describes as ?the bugdroid we all know and love.?

But Morrill isn?t displeased that his designs were replaced, and his rationale for posting the original Android says as much. ?I am doing some spring cleaning on the ole NAS server, and dug these guys up. I figured I'd share them so you can experience a thrill of terror at what might have been, and thank your local patron deity for Irina's incredible home run.?

It?s worth noting that Google isn?t exactly known for its good design, unlike its sleek and savvy rival Apple. The original Google logos were not nearly as sophisticated as the current one, and rumors abound that the company simply ?doesn?t take design as seriously? as Apple or other rival tech behemoths.

Employers last month shrugged off worries about the high-profile budget battle in Washington and continued hiring at a slow, steady pace, government data showed Friday.

?(The job market) has been very resilient to a lot of the uncertainty that people have been talking about,? said Jared Bernstein, a senior fellow at the Center on Budget and Policy Priorities and former economic adviser to Vice President Joseph Biden. ?This is an okay job report at a time when you might have expected something worse.?

But the pool of workers looking for a job remains nearly twice as big as it was before the 2007 recession began to take hold.

The Labor Department reported Friday that payrolls, rose by 155,000 in December. That?s just about fast enough to keep pace with the growth of the population, but not enough to make a dent in the unemployment rate, which remained stuck at 7.8 percent last month.

?This has been the story throughout the recovery that began more than three years ago,? said Paul Ashworth, chief U.S. economist at Capitol Economics.

The number of unemployed Americans last month was essentially unchanged, at 12.2 million. That?s down from a peak of 15.4 million in October, 2009, but much higher than the 6.7 million who were out of work in March 2007.

The job gains last month were spread over a broad segment of the economy, from construction to manufacturing to health care.

Economists say the breadth of jobs gains is a good indication that the slow but steady recovery remains on track. But most forecasters expect the lackluster pace of growth ? about two percent as measured by the gross domestic product ? to continue through 2013.

Wage growth also remained flat, after adjusting for inflation, as it has since the recovery began. That trend runs counter to past economic rebounds, when wages have traditionally risen as the unemployment rate has fallen, according to Wells Fargo chief economist John Silvia.

?(That) supports the message of weaker consumer spending and GDP growth ahead,? he said

While the political spectacle of a dysfunctional government seems have had little impact on December hiring, the results of the budget battle are expected to have at least some dampening effect on hiring. Government spending, a critical target in the ongoing debate, makes up roughly 20 percent of U.S. economic activity.

Friday?s numbers demonstrated the impact of the ongoing budget squeeze on the job market. In December, government at all levels cut 13,000 jobs. For all of 2012, government payrolls shrank by 68,000.

While the December jobless rate was nearly a percentage point lower than a year ago, it?s still well above the average over the last 60 years of about 6 percent. The drop has also come as millions of workers have given up trying to find work. As a result, the portion of the population officially counted in the labor force is at the lowest level in three decades.

The pool of ?long-term? jobless workers ? those without a paycheck for 27 weeks or more ? remained unchanged in December at 4.8 million, or nearly 40 percent of the unemployed.

That high level of persistent unemployment prompted the Federal Reserve to embark on its latest, open-ended round of bond buying in September to force interest rates lower and help spur hiring. The central bank has kept interest rates near zero since 2008. On Thursday, however, minutes from the Fed's December meeting suggested that some policymakers were growing more concerned about the impact of that policy on the financial markets.

Friday?s lackluster job data will likely help support proponents of the Fed?s continued easy-money policy, said Ashworth.

?If this state of affairs continues throughout most of this year, as we expect, then it is hard to see the Fed dialing back or stopping its (bond) purchases as some officials currently envisage,? he said.

The December report included a number of revisions, in part due to annual tweaks in the adjustments the Labor Department uses to smooth out seasonal swings in hiring. The government raised its estimate for the unemployment rate in November by a tenth of a point to 7.8 percent. The payroll number for November was also raised to 161,000 new jobs, from 146,000.
