Facebook Patches Webcam Vulnerability After Receiving Hacker Tip

Facebook Inc. (FB) has patched a security vulnerability that would have allowed hackers to turn on users? webcams without their knowledge and post videos to their profiles.

The bug was discovered in July by two computer-security researchers in India, according to Fred Wolens, spokesman for Facebook. Aditya Gupta and Subho Halder, founders of a consulting firm called XY Security, reported their findings to Facebook, which paid them $2,500 for the information, Bloomberg.com reported on its Tech Blog. Facebook seems to have deemed this particular bug as ?serious? because the company paid five times its usual price, the two researchers said.

Facebook is one of a few technology companies ? along with Google Inc. (GOOG) and Mozilla Corp., maker of the Firefox browser ? encouraging outsiders to hack into their products in return for payouts. Some companies, notably Microsoft Corp. (MSFT), have shunned ?bug bounties? because they might wind up rewarding criminals.

An investigation by Facebook when it fixed the webcam hole found that no users appeared to be affected, Wolens said.

?This vulnerability, like many others we provide a bounty for, was only theoretical, and we have seen no evidence that it has been exploited in the wild,? Wolens wrote in an e-mail. ?Essentially, several things would need to go wrong ? a user would need to be tricked into visiting a malicious page and clicking to activate their camera, and then after some time period, tricked into clicking again to stop/publish the video.?

Many companies choose to pay researchers such as XY Security for bugs because the alternative can be much worse. Such information can fetch high prices on the black market from criminals who try to find ways to shake down Internet surfers, costing site administrators more in the end.

Facebook?s ?peeping Tom? bug could have been exploited on either Windows or Mac computers, the researchers said. The Facebook vulnerability found by XY Security was related to how the site verified requests to record and post webcam video, they said. People who had previously granted Facebook?s site access to their webcams would have been vulnerable, he said.

Facebook, Google and Mozilla have paid researchers more than $2 million combined through their bounty programs, according to the companies. Google has paid as much as $60,000 (plus a free laptop) for information about weaknesses in its Chrome Web browser, and Facebook has expanded its program to cover not only the Facebook site but also the company?s corporate network.

Before reporting the webcam bug to Facebook, Gupta and Halder had been building a reputation in the tech industry as professional bug-bounty hunters. The researchers, who are in their early-20s, had previously reported software vulnerabilities to Apple, Google, Microsoft and EBay Inc. (EBAY)?s PayPal, they said.

Budget battle sends mixed signals on health care

(AP) ? Confused about the federal budget struggle? So are doctors, hospital administrators and other medical professionals who serve the 100 million Americans covered by Medicare and Medicaid.

Rarely has the government sent so many conflicting signals in so short a time about the bottom line for the health care industry.

Cuts are coming, says Washington, and some could be really big. Yet more government spending is also being promised as President Barack Obama's health care overhaul advances and millions of uninsured people move closer to getting government-subsidized coverage.

"Imagine a person being told they are going to get a raise, but their taxes are also going to go up and they are going to be paying more for gas," said Thornton Kirby, president of the South Carolina Hospital Association. "They don't know if they are going to be taking home more or less. That's the uncertainty when there are so many variables in play."

Real money is at stake for big hospitals and small medical practices alike. Government at all levels pays nearly half the nation's health care tab, with federal funds accounting for most of that.

It's widely assumed that a budget deal will mean cuts for Medicare service providers. But which ones? How much? And will Medicaid and subsidies to help people get coverage under the health care law also be cut?

As House Speaker John Boehner famously said: "God only knows." The Ohio Republican was referring to the overall chances of getting a budget deal, but the same can be said of how health care ? one-sixth of the economy ? will fare.

"There is no political consensus to do anything significant," said Dan Mendelson, president of Avalere Health, a market analysis firm. "There is a collective walking away from things that matter. All the stuff on the lists of options becomes impossible, because there is no give-and-take."

As if things weren't complicated enough, doctors keep facing their own recurring fiscal cliff, separate from the bigger budget battle but embroiled in it nonetheless.

Come Jan. 1, doctors and certain other medical professionals face a 26.5 percent cut in their Medicare payments, the consequence of a 1990s deficit-reduction law gone awry. Lawmakers failed to repeal or replace that law even after it became obvious that it wasn't working. Instead, Congress usually passes a "doc fix" each year to waive the cuts.

This year, the fix got hung up in larger budget politics. Although a reprieve is expected sooner or later, doctors don't like being told to sit in the congressional waiting room.

"It seems like there is a presumption that physicians and patients can basically tolerate this kind of uncertainty while the Congress goes through whatever political machinations they are going through," said Dr. Jeremy Lazarus, president of the American Medical Association. "Our concern is that physician uncertainty and anxiety about being able to pay the bills will have an impact on taking care of patients."

A recent government survey indicates that Medicare beneficiaries are having more problems when trying to find a new primary care doctor, and Lazarus said that will only get worse.

Adding to their unease, doctors also face an additional reduction if automatic spending cuts go through. Those would be triggered if Obama and congressional leaders are unable to bridge partisan differences and strike a deal. They are part of the combination of tax increases and spending cuts dubbed the "fiscal cliff."

Medicare service providers would get hit with a 2 percent across-the-board cut, but Medicaid and subsidies for the uninsured under Obama's health care overhaul would be spared. The Medicare cut adds up to about $120 billion over ten years, with 40 percent falling on hospitals, according to Avalare's analysis. Nursing homes, Medicare Advantage plans and home health agencies also get hit.

The American Hospital Association says that would lead to the loss of hundreds of thousands of hospital jobs in a labor intensive industry that also generates employment for other businesses in local communities.

"It's very difficult to believe hospitals can absorb the kinds of numbers they are talking about without reducing service or workforce," said Kirby, the hospital association head. "You may decide that a service a hospital provides is not affordable ? for example, obstetrics in a rural community ? if you're making a little bit of money or losing a little bit of money by continuing to deliver babies in a rural community."

Independent analysts like Mendelson doubt that a 2 percent Medicare cut to hospitals would be catastrophic but say it will cost jobs somewhere.

Even if there is a budget deal, the squeeze will be on.

The administration has proposed $400 billion in health care cuts so far in the budget talks, coming mainly from Medicare spending. That's only a starting point as far as Republicans are concerned. They also want to pare back Medicaid and Obama's health care law and have also sought an increase in the eligibility age for Medicare.

Phaedra Parks of The Real Housewives of Atlanta recently announced that she and husband Apollo Nida are having their second child, but her pregnancy wasn?t the only reason Bravo?s ?southern belle? was keeping mum over the past several weeks?.

Phaedra Parks and Apollo Nida are thrilled to be welcoming their second child into the family (we can only imagine this baby shower!). Although the couple was sure to keep their baby news a secret from the press, the Atlanta-based entertainment lawyer reveals there was another reason that she was ?absent? from her Bravo blog as of late.

?In early November my grandmother became ill and I chose to direct all of my energy and focused on caring for her and supporting my mother,? Parks writes. ?Unfortunately, on November 25, my dear grandmother passed away.?

After planning her grandmother?s funeral ? which was no doubt a typical Phaedra Parks event ? the family was dealt another blow.

?As we were returning home from my grandmother?s obsequies, we learned that Apollo?s grandmother passed away,? Phaedra explains. ?So, we have been very busy caring for our families and managing the tender moments of loss and grief.?

?My grandmother was my inspiration and graced the Earth for 95 years ? what a blessing! She was vibrant, courageous, and very outspoken,? says Parks. ?I am proud to have known her. It was her example and life that gave me the courage to always strive for excellence.?

Phaedra?s Real Housewives of Atlanta co-stars have been a tremendous support to her throughout this time. The soon-to-be mother-of-two took time out to give a special thanks to ?Kandi, NeNe, Cynthia and her lovely mother and daughter Noelle for their kind deeds and comforting words during our time of bereavement.?

Military projects and nanotechnology push boundaries of flexible electronics in imaging technologies

Through some key breakthroughs in flexible semiconductors, electrical and computer engineering Professor Zhenqiang "Jack" Ma has created two imaging technologies that have potential applications beyond the 21st century battlefield.

With $750,000 in support from the Air Force Office of Scientific Research (AFOSR), Ma has developed curved night-vision goggles using germanium nanomembranes.

Creating night-vision goggles with a curved surface allows a wider field of view for pilots, but requires highly photosensitive materials with mechanical bendability-the silicon used in conventional image sensors doesn't cut it.

Instead, Ma's design employs flexible germanium nanomembranes: a transferrable flexible semiconductor that until now has been too challenging to use in imagers due to a high dark current, the background electrical current that flows through photosensitive materials even when they aren't exposed to light.

"Because of their higher dark current, the image often comes up much noisier on germanium-based imagers," says Ma. "We solved that problem." Ma's dark current reduction technology has also been recently licensed to Intel. In another imaging project, the U.S. Department of Defense has provided Ma with $750,000 in support of development of imagers for military surveillance that span multiple spectra, combining infrared and visible light into a single image. "The reason they are interested in IR is because visible light can be blocked by clouds, dust, smoke," says Ma. "IR can go through, so simultaneous visible and IR imaging allows them to see everything." Inexpensive silicon makes production of visible light imagers a simple task, but IR relies on materials incompatible with silicon. The current approach involves a sensor for IR images and a sensor for visible light, combining the two images in post-processing, which requires greater computing power and hardware complexity. Instead, Ma will employ a heterogeneous semiconductor nanomembrane, stacking the two incompatible materials in each pixel of the new imager to layer IR and visible images on top of one another in a single image. The result will be imagers that can seamlessly shift between IR and visible images, allowing the picture to be richer and more quickly utilized for strategic decisionmaking. "They are looking for the highest resolution they can get," says Ma. "Something that can take one picture with everything in it."

Need a New Year's Resolution? Choose to Believe in Free Will!

We?re approaching the end of one year and the beginning of another, when people resolve to quit smoking, swill less booze, gobble less ice cream, jog every day, or every other day, work harder, or less hard, be nicer to kids, spouses, ex-spouses, co-workers, read more books, watch less TV, except Homeland, which is awesome. In other words, it?s a time when people seek to alter their life trajectories by exercising their free will. Some mean-spirited materialists deny that free will exists, and this specious claim?not mere physiological processes in my brain?motivates me to reprint a defense of free will that I wrote for The New York Times 10 years ago:

When I woke this morning, I stared at the ceiling above my bed and wondered: To what extent will my rising really be an exercise of my free will? Let?s say I got up right . . . now. Would my subjective decision be the cause? Or would computations unfolding in a subconscious neural netherworld actually set off the muscular twitches that slide me out of the bed, quietly, so as not to wake my wife (not a morning person), and propel me toward the door?

One of the risks of science journalism is that occasionally you encounter research that threatens something you cherish. Free will is something I cherish. I can live with the idea of science killing off God. But free will? That?s going too far. And yet a couple of books I?ve been reading lately have left me brooding over the possibility that free will is as much a myth as divine justice.

The chief offender is The Illusion of Conscious Will (MIT Press, 2002), by Daniel M. Wegner, a psychologist at Harvard. What makes Wegner?s critique more effective than others I?ve read over the years is that it is less philosophical than empirical, drawing heavily upon recent research in cognitive science and neurology. Wegner also carries out his vivisection of free will with a disturbing cheerfulness, like a neurosurgeon joking as he cuts a patient?s brain.

We think of will as a force, but actually, Wegner says, it is a feeling ? ?merely a feeling,? as he puts it ? of control over our actions. I think, ?I?m going to get up now,? and when I do a moment later, I credit that feeling with having been the instigating cause. But as we all know, correlation does not equal causation.

When neurologists make patients? limbs jerk by electrically zapping certain regions of their brains, the patients often insist they meant to move that arm, and they even invent reasons why. Neurologists call these erroneous, post hoc explanations ?confabulations,? but Wegner prefers the catchier ?intention inventions.? He suggests that whenever we explain our acts as the outcome of our conscious choice, we are engaging in intention invention, because our actions actually stem from countless causes of which we are completely unaware.

He cites experiments by psychologist Benjamin Libet in which subjects pushed a button whenever they chose while noting the time of their decision as displayed on a clock. The subjects took 0.2 seconds on average to push the button after they decided to do so. But an electroencephalograph monitoring their brain waves revealed that the subjects? brains generated a spike of brain activity 0.3 seconds before they decided to push the button. The meaning of these widely debated findings, Wegner says, is that our conscious willing is an afterthought, which ?kicks in at some point after the brain has already started preparing for the action.?

Other research has indicated that the neural circuits underlying our conscious sensations of intention are distinct from the circuits that actually make our muscles move. This disconnect may explain why we so often fail to carry out our most adamant decisions. This morning, I may resolve to drink only one cup of coffee instead of two, or to take a long run through the woods. But I may do neither of these things (and chances are I won?t).

Sometimes our intentions seem to be self-thwarting. The more I tell myself to go back to sleep instead of obsessing over free will, the wider awake I feel. Wegner attributes these situations to ?ironic processes of mental control.? I prefer Edgar Allan Poe?s phrase ?the imp of the perverse,? which more vividly evokes that mischievous ?other? we sense lurking within us.

Brain disorders can exacerbate experiences of this kind. Schizophrenics perceive their very thoughts as coming from malevolent external sources. Those who have lasting damage to the corpus callosum, a neural cable that transmits signals between the brain?s hemispheres, may be afflicted with alien-hand syndrome. They may end up, Wegner says, like Dr. Strangelove, whose left hand frantically tried to keep his right from jutting out in Nazi salutes.

Perfectly healthy people may lose their sense of control over actions their brains have clearly initiated. When we are hypnotized, playing with Ouija boards, or speaking in tongues, we may feel as though someone or something else is acting through us, whether a muse, ghost, devil, or deity. What all these examples imply is that the concept of a unified self, which is a necessary precondition for free will, may be an illusion.

Wegner quotes Arthur C. Clarke?s remark that ?any sufficiently advanced technology is indistinguishable from magic.? Because we cannot possibly understand how the fantastically complex machines in our skulls really work, Wegner says, we explain our behavior in terms of such silly, occult concepts as ?the self? and ?free will.? Our belief in our personal identity and self-control does have its uses, Wegner grants; without it, ?we might soon be wearing each other?s underclothing.?

Maybe I should lighten up and embrace my lack of free will and a self. That?s what Susan Blackmore, a British psychologist and a practitioner of Zen, advises. In her book The Meme Machine (Oxford University Press, 1999), she contends that our minds are really just bundles of memes, the beliefs and habits and predilections that we catch from one another like viruses. Take all of the memes out of a mind, and there is no self left to be free.

Once you realize you have no control over your destiny, says Blackmore, you will expend less energy regretting past decisions and fretting over future ones, and you will be more appreciative of the vital present. Be here now, and so on. In other words, true freedom comes from accepting there is no freedom.

Blackmore?s reasoning strikes me as less spiritual than Orwellian. To me, choices, freely made, are what make life meaningful. Moreover, our faith in free will has social value. It provides us with the metaphysical justification for ethics and morality. It forces us to take responsibility for ourselves rather than consigning our fate to our genes or God. Free will works better than any other single criterion for gauging the vitality of a life, or a society.

Theologians have proposed that science still allows faith in a ?God of the gaps,? who dwells within those shadowy realms into which science has not fully penetrated, such as the imaginary time before the Big Bang banged. In the same way, maybe we can have a free will of the gaps. No science is more riddled with gaps, after all, than the science of human consciousness.

As I lay in bed this morning, however, my faith in free will wavered. Scanning my mind for something resembling will, I found a welter of roiling thoughts and anti-thoughts, a few of which transcended virtuality long enough for closer inspection. One thought was that, no matter what my intellect decides, I?m compelled to believe in free will.

Abruptly my body, no doubt bored with all this pointless cogitation, slipped out of bed, padded to the door, and closed it behind me.

Nowadays, it is starting to become more of the norm. Recently, we learned over recent months that while the overall prevalence of childhood obesity may have stabilized, and perhaps even declined a bit in some locations, the prevalence of severe obesity has risen steeply. Sadly, too many children are suffering from risk factors for heart disease as well as diabetes. Change is needed, and a strong education on healthy lifestyle. I suspect all of us can remember witnessing schoolyard incidents back in our day, a generation or more ago, that involved someone picking on a ?fat? kid ? or back then, perhaps, when childhood obesity was more exception than norm, ?the? fat kid. Some of us can doubtless recall participating in such exchanges, to our credit if we attempted to interrupt them, to our shame if we were complicit in them. Generally the abusive banter, when that?s all it was, served as what passed for wit: reminding a fat person they were fat. As if they might have forgotten.

But however we look back, and however the recollections might induce a wince, we must acknowledge that the situation is far worse now ? because childhood obesity is far worse now. It affects far more kids, of course ? but also is apt to affect them far more severely. In fact, we learned over recent months that while the overall prevalence of childhood obesity may have stabilized, and perhaps even declined a bit in some locations, the prevalence of severe obesity has risen steeply.

So make no mistake: The time-honored and dishonorable practice of literally adding insult to the injuries of childhood and adolescent obesity not only persists, but now afflicts more of our kids than ever. Children trying to overcome the burdens of obesity on their health and self-image are routinely obligated to weather a daily storm of bullying, abuse, and derision. They are denied the solace of friendship ? and often turn to food for comfort. And then, of course, eating the wrong things in the wrong amounts for the wrong reasons worsens the obesity ? and a downward spiral exerts its perilous pull.

At the bottom of it is not just dyslipidemia or Type 2 diabetes or joint pain. At the bottom is genuine despair.

Police investigate whether NBC's Gregory violated gun law

Washington police are investigating whether NBC's David Gregory broke the law by holding up what appeared to be a 30-round gun magazine on Sunday's Meet the Press despite being denied permission by police to bring the weaponry on the show.

It is illegal in the district to possess a "large capacity ammunition feeding device."

Gwendolyn Crump, director of the Office of Communications for the Washington Metropolitan Police Department, told ABC News, "NBC contacted MPD inquiring if they could utilize a high capacity magazine for their segment. NBC was informed that possession of a high capacity magazine is not permissible and their request was denied. This matter is currently being investigated."

Another Washington DC police officer and spokesperson Tisha Gant said the situation was "being investigated," but would give no other details including what exactly is under investigation.

A section in the D.C. criminal code says "no person in the District shall possess, sell, or transfer any large capacity ammunition feeding device regardless of whether the device is attached to a firearm." The section stipulates that "the term large capacity ammunition feeding device means a magazine," or similar devices.

Gregory held up what looked like a 30-bullet gun magazine when interviewing the National Rifle Association's executive vice president and CEO Wayne LaPierre on Sunday. Gregory pressed the NRA head on whether fewer children would have been killed during the Sandy Hook Elementary shooting on Dec. 14th if the shooter had access to less ammunition.

Since the interview, conservative media and gun rights activists said that Gregory appeared to have violated the district's gun law. Police subsquently confirmed they were investigating.

NBC News declined to comment through a spokesperson.

LG?s latest projector system is powered by freaking lasers

Until now, all consumer front projector systems?produced light using lamps or in rare cases LEDs. The new?LG HECTO FP system, on the other hand, uses lasers for illumination instead. Yes, lasers.

As LG announced on Wednesday, the new projector system uses lasers and a Texas Instruments DLP chip to form images. Typical home front projectors require around a 9 to 12 foot distance from the lens to a 100-inch screen. The LG HECTO requires only a 22-inch throw to fill the screen and can be placed on the floor or the mounted to the ceiling.

The LG HECTO Laser Projection TV will be sold as a complete system with a 100-Inch diagonal screen, a built-in ATSC TV tuner, HDMI switching and a Wi-Fi connection for streaming video.

Specifications include a rated 1,000,000:1 dynamic contrast ratio, 1080p resolution, 3 HDMI inputs, an optical audio input, RS-232 interface. Audio is produced by two 10W built-in speakers. The projector measures 5.7-inches high. The HECTO Laser projector does not have 3-D capability. LG has not? provided a brightness rating, a key specification. (Lasers offer the promise of very high intensity using low power.)

The screen is a fixed design and unlike theater screens its surface is black not white. LG claims the system will render a vivid, high contrast crisp image, even in lighter viewing environments.

The Laser TV supports LG's Smart TV platform and will stream movies via Netflix?and?YouTube as well as other services and?apps via its built-in Wi-Fi wireless Internet connection. The HECTO also includes LG's latest Magic Remote control.

LG claims its laser based illumination system has a lifespan of up to 25,000 hours, which is 5 times or more the life of traditional mercury-based lamps.

The LG HECTO Laser projector will be demonstrated at the 2013 International Consumer Electronics Show early next month. We expect pricing and availability to be announced at the show.

Little Christmas Cheer for Gold Price, Silver Drops Below $30 Again

Gold for February delivery shed 60 cents to settle at $1,659.50 an ounce in New York in quiet pre-Christmas trade Monday.

The metal regained some of its footing after on Friday after a week that saw the metal give up more than 2% or $35 in value.

Gold has been losing ground ever since the US Fed?s announcement on December 12 of a major shift in monetary policy.

Conventional wisdom in the gold market has been that when central banks flood the markets with cheap money under quantitative easing programs?gold benefits thanks to its status as an inflation hedge.

But that link now appears to have been severed and gold is acting more like riskier assets such as stocks.

Stocks have been selling off as fears over the fiscal cliff intensify ? if no deal is reached it could topple the US back into recession.

Meanwhile, March silver futures gave up 31 cents, or 1%, to settle at $29.90 an ounce.

The volatile metal lost more than 6% last week and is trading under $30 for the first time since August.

Stocks log 3-day decline on 'cliff' fears

Stocks eased off their lows but still finished in the red Wednesday, extending losses for a third-straight session, as weakness in the retail sector and ongoing worries over the looming "fiscal cliff" put a damper on gains.

"There's just no certainty and people don't know where to step," said Stephen Guilfoyle of Meridian Equity Partners. "We're kind of in a quandary here?the market didn't catch at 1,422 like it was supposed to and the next catch point is 1,415 on the S&P. There's not a lot of volume and you have a lot of traders with question marks on their heads right now."?

The Dow Jones Industrial Average?ended in negative territory for the third?straight session, dragged by UnitedHealth. Bank of America led the blue-chip gainers.

The S&P 500 and the Nasdaq also closed lower. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, gained above 19.

Most key S&P sectors finished in negative territory, led by consumer discretionary, while materials?gained.?

Obama will return to Washington early on Thursday, according to the White House, to deal with the deadlocked talks between Democrats and Republicans on what to do with $600 billion in tax increases and automatic spending cuts, due to kick in on Jan. 1.

"I don't think the President is coming back from Hawaii without anticipating we're getting something done so I'm optimistic and the street is somewhat optimistic too," said Gordon Charlop of Rosenblatt Securities. "You don't get a sense that they're selling into the pessimism that people are trying to circulate about the fiscal cliff not being resolved."?

Wall Street has been increasingly worried that the two sides may not reach a deal in time. Art Cashin, director of floor operations for UBS, said such an outcome would result in a 95 percent chance of a U.S. recession next year.

"We'll be looking at muted volume," Charlop added. "It's going to be a wait-and-see session."

Volume is expected to remain throughout the shortened-holiday trading week with many traders still on vacation and with major European markets closed for the day for Boxing Day. In Asia, markets closed higher on thin volumes, with Japanese stocks rallying to hit nine-month highs on a weaker yen.

Worries over the fiscal cliff and an extremely weak report on the holiday shopping season put major retail stocks including Macy's, Wal-Mart and Target under pressure. Coach, Urban Outfitters and Ralph Lauren were also sharply lower.

Sales in the two months before Christmas rose just 0.7 compared to last year, the slowest rate of growth since 2008, according to the MasterCard Advisors Spending Pulse. Analysts had been expecting growth of 3 to 4 percent.

Amazon.com and Netflix were both slightly lower after an outage at an Amazon web service center impacted Netflix subscribers in the U.S., Canada, and Latin America on Christmas eve. Service was fully restored by Christmas day.

Meanwhile, Apple?weighed on the tech sector and the Nasdaq 100 index, slipping nearly 1 percent.

Research In Motion soared to lead the Nasdaq 100 gainers as pictures of what is believed to be the newest BlackBerry device with a physical keyboard made rounds on the Internet. The BlackBerry 10 launch event is expected to take place on January 30.

Marvell Technology plunged more than 10 percent after a federal jury ordered the semiconductor company to pay $1.2 billion in damages in a patent infringement lawsuit against Carnegie Mellon University.?

Herbalife rallied, looking to snap a nine-day losing streak, after the nutrition and skin-care products company retained a legal firm to help defend itself against attacks by hedge fund manager Bill Ackman, according to the Wall Street Journal. Last week, Ackman shorted?Herbalife's stock and accused the company of operating a pyramid scheme.

On the economic front, the S&P/Case Shiller home price index of 20 major cities rose 0.7 percent in October on a seasonally adjusted basis, topping expectations for a gain of 0.5 percent. And prices in the 20 cities jumped 4.3 percent from last year, beating forecasts for an increase of 4.0 percent.

Meanwhile, the Federal Reserve Bank of Richmond said manufacturers in the central Atlantic region posted modest activity in December, but at a slower pace than in November.?

OAKLAND, Calif., Dec. 6 (UPI) -- The 70th 300-yard passing game of Peyton Manning's career and four field goals by Matt Prater Thursday boosted Denver to a 26-13 victory over Oakland.

The Broncos, having already clinched the AFC West title, won their eighth game in a row and improved to 10-3.

Manning directed the Broncos 68 yards in 10 plays on the opening possession of the contest and finished off the march with his only scoring pass of the night -- a 6-yarder to Joel Dreessen.

Prater kicked a field goal in the first period, another in the second and two more in the third -- the longest being 43 yards. After taking a 13-7 halftime lead, Denver put the game away with a 13-point third period that included a 1-yard scoring run by Knowshon Moreno.

Moreno, playing in just his fifth game of the season, ran for 119 yards on 32 carries

Manning, nearing the end of his first season with the Broncos and enjoying a potential MVP campaign, completed 26-of-36 passes for 310 yards with an interception.

He began the year tied with Dan Marino for the most 300-yard passing games in NFL history at 63 and has gone on to shatter the record.

During Thursday's game Manning also became the fastest player in league history to reach 5,000 completions. He did so in his 221st game, 18 fewer than it took Brett Favre to get to that total.

Oakland slipped to 3-10 with its sixth consecutive loss. The Raiders have the second-worst record in the NFL.

Max Clifford arrested in sex abuse inquiry

LONDON (Reuters) - Max Clifford, Britain's highest-profile celebrity publicist, was arrested for alleged sex crimes on Thursday by a special police unit set up in the wake of an abuse scandal involving a former BBC TV star, his lawyer said.

Clifford, 69, made his name and fortune helping some of Britain's most famous people defend and shape their reputations in the country's muckraking tabloid press and has been a longstanding media pundit on celebrity scandal and the press.

He is the fifth person to be arrested since police launched an extensive inquiry into sex crime allegations against the late Jimmy Savile, a high-profile BBC star in the 1970s and 80s.

Clifford denied the allegations, saying that "on a personal level" they were "very distressing".

"Anyone who really knew me all those years ago, and those who have known me since will, I'm sure, have absolutely no doubt that I would never act in the way that I have today been accused," he told Reuters, reading a prepared statement on the phone.

His arrest suggests detectives are continuing to expand the scope of their investigation.

"Max Clifford is being interviewed by police. Mr Clifford will assist the police as best he can with their enquiries. When we are in a position to provide further information, we will," his lawyer, Charlotte Harris, said in a statement.

Earlier, London's Metropolitan Police said they were questioning a 69-year-old man on suspicion of sexual offences.

That arrest was part of an investigation into Savile, who detectives say was one of Britain's most prolific child sex offenders. Police are looking into more than 200 allegations of assault and have heard from more than 500 victims.

Police are looking into three categories of alleged offences: those involving only Savile, which make up the majority of cases; those involving Savile and others; and those which had no direct link to Savile.

Clifford's arrest is part of the third strand.

Some of Savile's alleged victims said they were abused on BBC premises at the height of his fame and the fallout from the revelations has thrown the publicly funded broadcaster into turmoil, forcing its director general to resign.

The other people arrested include the former glam-rock singer Gary Glitter and comedian Freddie Starr, who both deny any wrongdoing. Police have questioned a fifth man who is in his 80s.

"KISS AND TELL"

Clifford is best known in Britain for selling "kiss and tell" stories relating to the rich and famous to scandal-hungry tabloids, though he says he actually earned more money by keeping details about celebrities out of the papers.

The publicist's clients have included "X Factor" reality TV show creator Simon Cowell.

On Wednesday, police charged veteran BBC TV and radio presenter Stuart Hall with three counts of indecent assault involving girls as young as nine, relating to alleged offences from the 1970s and 80s.

Detectives said Hall's alleged crimes were not linked to the Savile inquiry.

In addition to claims relating to his activities at the BBC, the cigar-chomping one-time DJ is also accused of targeting children at three hospitals where he carried out extensive charity work, raising tens of millions of pounds (dollars) in the process.

The government on Thursday published the terms of reference for investigations to be carried out at Leeds General Hospital, Broadmoor Hospital and Stoke Mandeveille Hospital, the birthplace of the Paralympic Games which has an internationally renowned unit for spinal injuries.

These are due to report towards the second half of 2013 and will be overseen by former lawyer Kate Lampard, the Department of Health announced.

"It is important that victims of this abuse can be certain these investigations discover exactly what happened and what went wrong," she said.

In total, about a dozen inquiries have been ordered into Savile, including two internal probes at the BBC.

One is examining why the broadcaster decided to drop an investigation by its flagship Newsnight TV programme into Savile shortly after his death and ran laudatory shows instead.

That has embroiled the then-BBC chief Mark Thompson, now chief executive of the New York Times, who has denied any knowledge of the Newsnight inquiry but has nonetheless found the issue dogging him in his new role.

"The Message" deemed greatest hip hop song ever

LOS ANGELES (Reuters) - The 1982 hit "The Message" by Grandmaster Flash and the Furious Five was named the greatest hip hop song of all time on Wednesday, in the first such list by Rolling Stone magazine to celebrate the young but influential music genre.

"The Message," which tops a list of 50 influential hip hop songs, was the first track "to tell, with hip hop's rhythmic and vocal force, the truth about modern inner-city life in America," Rolling Stone said.

Grandmaster Flash and the Furious Five, a hip hop collective from the south Bronx in New York, was formed in 1978 and became one of the pioneers of the hip hop genre.

The full list spanned songs ranging from Sugarhill Gang's 1979 hit "Rapper's Delight," which came in at No. 2, to Kanye West's 2004 hit "Jesus Walks," which landed at No. 32.

"It's a list that would have been a lot harder to do ten or 15 years ago because hip hop is so young," Nathan Brackett, deputy managing editor of Rolling Stone, told Reuters.

"We've reached the point now where hip hop acts are getting into the (Rock and Roll) Hall Of Fame... it just felt like the right time to give this the real Rolling Stone treatment."

Rolling Stone's top 10 featured mostly hip hop veterans, such as Run-D.M.C.'s 1983 track "Sucker M.C.'s," Dr. Dre and Snoop Dogg's 1992 hit "Nuthin' But A 'G' Thang," Public Enemy's 1990 song "Fight The Power" and Notorious B.I.G's 1994 hit "Juicy."

Other influential artists in the top 50 songs included Beastie Boys, who came in at No. 19 with "Paul Revere," and recordings by Jay-Z, Eminem, Missy Elliot, Outkast, Lauryn Hill, LL Cool J, Nas and the late rapper 2Pac.

The list of 50 songs was compiled by a 33-panel of members comprising Rolling Stone editors and hip hop experts. They included musician Ahmir "Questlove" Thompson of The Roots, who Brackett described as "an incredible encyclopedia" of both old and new hip hop knowledge.

Brackett noted that some songs considered to be one-hit wonders, such as Audio Two's 1988 hit "Top Billin'," made the final selection.

"The references in those songs become the building blocks of all these other songs down the road ... they become touchstones, really part of the meat of hip hop songs going forward," Brackett said.

The full list will be released online at RollingStone.com and in the pop culture magazine on newsstands on December7. The issue will feature four different covers of Eminem, Jay-Z, Notorious B.I.G. and 2Pac.

Catastrophic storms' costs put cloud over federal budgets

The three states hardest hit by super-storm Sandy in October are requesting $80 billion in emergency funding, raising long-term questions about the federal government?s planning for seemingly ever-more expensive disaster spending.

In his press briefing Tuesday, Senate Majority Leader Harry Reid told reporters, ?I met with Gov. (Andrew) Cuomo (of New York) yesterday; I understand Gov. (Chris) Christie (of New Jersey) is coming today or tomorrow.? Reid said he met with a White House aide Tuesday morning on the emergency spending and predicted that Congress would get a formal spending request ?in the next 48 hours? from the White House.

On Tuesday Christie requested 100 percent federal reimbursement, instead of the normal 75 percent, for his state?s costs in the aftermath of Sandy. In a letter to Federal Emergency Management Agency (FEMA) Administrator Craig Fugate, Christie said, ?The financial burden and economic hardship still confronted by our state and communities threatens the ability to continue debris removal operations at the existing (75 percent) cost-share ratio.?

On Wednesday senators from the three states ? New York, New Jersey and Connecticut ? will make their case for emergency funds before a Senate Appropriations Committee panel headed by a senator who knows firsthand about the effects of a catastrophic weather event: Louisiana Sen. Mary Landrieu. After Hurricanes Katrina and Rita hit the Gulf Coast in 2005, the federal government eventually spent about $120 billion.

Landrieu said in an interview Tuesday that if Congress does start spending $80 billion every few years on disaster recovery, ?it really throws the (spending) averages off and we?re going to have a very serious conversation about how to go forward in the next decade. We?re going to take a good look at that, but right now our job is to get help to the Northeast and that?s what we?re going to do.?

If the United States has entered an era in which mega-storms, perhaps related to climate change, are becoming the ?new normal,? it will create new spending pressures at a time when federal revenues every year are falling roughly $1 trillion short of outlays.?If you factor in a growing population and development in coastal areas, then storm damage is likely to become even more expensive over time.

Congress and Obama right now are working hard to figure out how to undo the spending cuts that both sides agreed to last year in the Budget Control Act. So?adding another $80 billion every few years might not be so strange. It might just be another object lesson in the unpredictability and perhaps the unreality of the federal budget process.

Even with no emergency spending on disaster relief, the Congressional Budget Office forecasts that spending between this year and 2023 will increase by 55 percent. Demographic changes ? ever-growing Medicare, Medicaid, and Social Security spending on the aging Baby Boomers? ? could be colliding with climate change, leaving a very heavy burden on younger workers.

A senator whose state was hit by the catastrophic Joplin tornado in 2011, Sen. Roy Blunt, R-Mo., said Tuesday, ?You can?t plan for every disaster, but you can plan for a reasonable amount of annual disaster spending. And the other thing you can do is more clearly evaluate when something reaches the federal disaster level, when something is too big to be handled by a community and the state that community is in.?

He added, ?One of the things we?ve failed to do in recent years is to really carefully evaluate the level of disaster. We haven?t increased the disaster criteria in a couple of decades.?

Blunt said a Government Accountability Office report he requested last year found that the federal government declares a lot more events disasters than it did in past decades ?so that by the time you get to a real disaster the money is gone.?

The GAO report said that ?The growing number of disaster declarations ? a record 98 in fiscal year 2011 compared with 65 in 2004 ? has contributed to increased federal disaster costs.? That was in part due to the FEMA standard (a per capita damage indicator) having remained unchanged since 1986, not reflecting the rise in per capita personal income since 1986.

In a House Transportation and Infrastructure Committee hearing Wednesday on how FEMA is responding to Sandy and how it could more effectively react to future catastrophes, committee member Rep. Jerry Nadler, D-N.Y., whose district includes lower Manhattan and parts of Brooklyn that were devastated by Sandy?s storm surge, said that the city and the state of New York ?do not have billions of dollars sitting in their coffers in advance to fund repairs, and FEMA reimbursement is slow and cumbersome. In fact, New York still is waiting for payment for Hurricane Irene (from August of 2011). And I?m sure many of my colleagues have had similar experiences in their states.?

Nadler and other congressional Democrats argue that the emergency money for Sandy should be spent without Congress making spending cuts elsewhere to offset the new outlays. Waiting for Congress to come up with offsetting cuts, he said, would simply get in the way of ?our most important job ? protecting our citizens when calamity strikes.?

The $80 billion should be spent, Nadler said, in a way that protects against future storms ?and we have every reason to believe that future storms will threaten us again ? and soon.?

At the House hearing, Rep. Donna Edwards, D-Md., was the first committee member to raise the topic of what she called ?the elephant in the room: global climate change.?

In an interview outside the hearing, Edwards told NBCNews.com, ?I do think we have to look seriously at climate change when we think about the way we need to build our infrastructure and to mitigate possible damage from future storms.? She said some protective infrastructure spending today could avert higher post-catastrophe costs in the future.

Edwards did not give a cost estimate for disaster-resistant infrastructure spending. ?I don?t think we?ve even begun to explore the kinds of mitigation efforts we need all along our coastline in areas of very dense population where the impact when a disaster happens is tremendous.?
