An Introduction to the OEDB College Rankings | HackCollege

The Open Education Database (OEDB) continues to lead the way as a resource for students looking to forgo traditional, on-campus learning for online programs. Their new 2013 Online College Rankings is the kind of tool students need to compile their lists of prospective schools and make the most well-informed decisions about their education.

As one of the first websites to rank online colleges, OEDB is a pioneer in providing students with the best resources to navigate this new education model. The number of universities and programs now offering online options can be pretty overwhelming. With so many options available, many students get frustrated when trying to find programs that provide the best in education and value.

Rankings based on objective data are critically important for students ? especially as online programs continue to gain legitimacy in the arena of higher education. This tool will help just about any student find a program that actually lines up with the criteria they care about.

Currently, the rankings are split among the top 11 fields of undergraduate study, including criminal justice, marketing and computer science. Under each field there is a top-ten list culled from the programs that ranked the highest in data from OEDB?s eight different metrics.

These metrics are made up of part and full-time faculty ratios; rates of financial aid; acceptance, retention and graduation rates; years of accreditation; and rates of job placement for graduates. Each metric was determined according to what OEDB considers to be the critical components in any successful online education.

The rankings stack up programs from schools around the country in a side-by-side comparison. All of the schools included are accredited universities that operate an entirely online program on a national scale ? each one granting a degree upon completion.

Students can also use this tool to cross-reference schools based on specific metrics like the graduation rate or full to part-time faculty ratio. The rankings based on the individual metrics list out much more than the top ten schools. Hundreds are listed, which will help students reference beyond the best programs to see where their program or school of interest measures up.

Whether you are just beginning to research potential programs, or you are finalizing your applications, the OEDB rankings should be a frequently cited resource. Choosing to pursue higher education is a major investment, and this tool provides you with the most accurate, informed data. It?s as simple and appealing as that.

Hong Kong's real estate boom boosts wealth of property tycoons ...

2012 was a successful year for many of Hong King?s real estate moguls

The rapid expansion of Hong Kong?s real estate market has enhanced the fortunes of some of its most affluent business moguls, reported the Bangkok Post.

According to the latest ?rich list? published by Forbes magazine, almost two thirds of the list?s 50 members enlarged their wealth because of property development and investment.

The three highest ranking individuals on the latest ?rich list? are involved with property, and benefited from 2012?s 38 percent run-up in the property index on the Hong Kong Stock Exchange.

Li Ka-shing amassed the greatest wealth increase, bringing in an extra US$8 billion. This brought the long time chart-topper?s net worth to US$30 billion.

Ranking second on the list was Lee Shau Kee, who added US$3 billion to his net worth to reach a total of US$20 billion. In 2012, Lee, chairman of Henderson Land, purchased shares in his own company. This increased his stake by 6.8 percentage points to a total of 62.6 percent. As a result, Henderson Land?s stock price rose more than 40 percent.

Third on the ?rich-list? was the Kwok family, who observed an almost US$4 billion growth to their net worth, taking the total to US$19.2 billion. In 2012 shares in the Kwok family?s Sun Hung Kai Properties rose 28 percent on the bright real estate outlook.

Peter Woo?s net worth more than doubled, and he ranked seventh on the list. This was due to a successful year in his signature retail malls, Harbour City in Tsim Sha Tsui and Times Square in Causeway Bay. This boosted the share price of his Hong Kong-listed Wharf Holdings by 77 percent in 2012, increasing his net worth from US$3.4 billion to US$8 billion.

Fong Yun Wah and Law Kar Po also moved up the list, increasing their fortunes to US$2.5 billion and US$2.6 billion respectively last year.

The list was created using shareholding and financial information obtained from the families and the individuals, stock exchanges, analysts, private databases and other sources. Net worth figures are based on stock prices and exchange rates as of the close of markets on December 31 2012. Many of the fortunes are shared among members of extended families and cannot be attributed completely to the named individual.

Maine men accused in lobster crime face possible $190,000 fine

CAMBRIDGE, Massachusetts (Reuters) - A Maine lobsterman and his son pleaded not guilty on Monday to illegally possessing more than 400 protected egg-bearing female lobsters and face a possible $190,000 fine, authorities said.

Marine patrol officers discovered the lobsters, marked with a v-shaped notch in their tails or mutilated to remove the notch, during an inspection last year of a boat owned by Ricky Curtis, the state Department of Marine Resources said in a statement.

Maine requires lobstermen to notch the tails of egg-bearing female lobsters before returning them to the ocean as a conservation measure. The lobsters may then reproduce several more times.

"We consider this a very serious crime," Colonel Joseph Fessenden, Marine Patrol chief, said in the statement.

"The illegal taking of any lobsters negatively affects the resource and is a direct theft from those lobstermen who abide by the laws every day that they fish," Fessenden said.

Ricky Curtis, 48, and his son Todd Curtis, 29, entered a not guilty plea through the mail at Knox County District Court in Rockland, Maine, a court clerk said.

They face a fine of more than $190,000 if they are convicted of the crime, the statement from wildlife authorities said.

Their attorney, Philip Cohen, declined to comment on the charges.

Military presence makes Washington vulnerable to cuts

TACOMA, Wash. ? Defense spending soared in Washington state last year, even as the specter of long-anticipated budget cuts drew closer.

The Pentagon steered $9.2 billion worth of work on military contracts to the Evergreen State in the 2012 budget year, up from $8.1 billion in 2011, according to records at the federal spending database usaspending.gov.

Lawmakers and industry representatives delighted in the region?s success, but they could not say whether they anticipate a similar run this year.

Too much remains unsettled about Congress? plans for the defense budget, which could lose $500 billion over 10 years if lawmakers fail to prevent the so-called automatic ?sequestration? this spring. The Defense Department would have to cut almost $50 billion immediately ? money that could come from the ranks of civilian employees, weapons systems or base construction.

Officials have not defined how they?d implement those sudden cuts, but Washington state is vulnerable because of its concentration of military installations and defense industries.

Congress? New Year?s deal to prevent the ?fiscal cliff? merely delayed the defense reductions until March. Lawmakers say they want to make a compromise that would take the sequester off the table permanently.

?The next two months are going to be very telling,? said Rep. Rick Larsen, D-Everett, a member of the House Armed Services Committee. He favors raising some revenue in addition to making defense cuts as part of a long-term deficit reduction plan.

?If it?s just going to be spending cuts, honestly, the Pentagon will get hurt more than otherwise,? he said.

The amount of cash flowing to Washington?s defense manufacturers climbed in the past two years because the Pentagon opened the checkbook to replace aging fleets of Air Force and Navy jets. Boeing is working on contracts for both services.

The company won nearly $4 billion worth of work in the 2012 budget year on the Navy P-8A, a submarine-hunting jet that?s replacing the decades-old P3. Some P-8A jets are expected to be stationed at Naval Air Station Whidbey Island.

So far, the Navy has ordered 24 of the aircraft and India has bought eight. The Navy anticipates building a fleet of 117 P-8As and Boeing could receive another major contract to round out that order in the next year.

Boeing also is developing a new Air Force tanker, the KC-46A. That aircraft could be stationed at Fairchild Air Force Base near Spokane, the Pentagon announced this week.

At Boeing Field last week, four P-8A jets were lined up in the company?s Mission Systems Installation and Checkout Facility, awaiting sensitive military equipment. Three of the jets in the hangar are bound for Naval Air Station Jacksonville in Florida, One is set to join India?s fleet.

The P-8A essentially looks like a Boeing 737, but it?s fitted with equipment to spot and disrupt enemy submarines. Spirit builds the airframes in Kansas, and they?re finished at Boeing?s 737 production line in Renton.

Five completed jets have been delivered for testing to Jacksonville.

Charles Rainey, spokesman for Boeing?s P-8A program, said the company expects to finish about one jet a month for the foreseeable future.

The new jet should enable the Navy to target suspected submarines more quickly than its predecessor; its updated surveillance gear empowers sailors to share information more easily, Rainey said.

?It is early still, but the Navy is very excited,? Rainey said.

Washington?s congressional delegation helped make a case for such projects in recent years, but it has lost a champion for the region?s defense industry. Rep. Norm Dicks, D-Belfair, retired this year after a 36-year career in which he helped steer more than $2 billion worth of federal earmarks to the state.

He played a key role in persuading the Defense Department to select Boeing?s bid for the $35 billion KC-46A tanker program by showing its longterm maintenance costs would be less expensive than the competition.

Other lawmakers say they?ll continue to advocate for local companies and military installations when their interests align with the Pentagon?s goals. Dicks? successor, Rep. Derek Kilmer, D-Gig Harbor, gained a seat on a defense-related committee in part for that purpose.

?One of the reasons I joined House Armed Services was to be a voice for military families and a voice for national security,? said Kilmer, who spent much of Thursday and Friday meeting with officers at Joint Base Lewis-McChord and Naval Base Kitsap. ?All of us here are very conscious of the important role local bases play.?

Defense spending in Washington state stayed below $5.8 billion a year for much of the past decade even as the Army poured money into renovations for an expanding Lewis-McChord. Since 2001, the Army spent more than $1.7 billion improving the base.

A recent Army Corps of Engineers presentation to the state?s Associated General Contractors showed that 2013 could see hundreds of millions of dollars in more work at the base south of Tacoma. Renovations of aging headquarters likely will be up for bid, as well as a large waste-water treatment project.

Meanwhile, the Navy is moving forward with a $700 million expansion of its submarine wharf at Naval Base Kitsap.

Lawmakers say those investments show the Defense Department remains committed to Washington state as the Pentagon heads into a period of post-war reductions. They say President Barack Obama?s call to shift the military?s attention should work in the region?s favor.

?Due in part to the U.S. posture refocusing on the Pacific, Washington state will play a critical role in our national defense, and that may be reflected in future defense budgets,? said Rep. Adam Smith, D-Bellevue, the ranking member of the House Armed Services Committee.

So far, the state has not lost any major units from its Air Force, Navy and Army installations. Defense Secretary Leon Panetta last year said the Navy bases in the Puget Sound should remain busy in the years ahead, and the Army has not signaled significant reductions at Lewis-McChord.

Lawmakers say they?re not taking the state?s recent fortunes for granted. They praised Gov. Chris Gregoire for setting aside money in her final budget proposal to focus on military issues and for calling together an alliance of local agencies to support the armed forces.

?We do a lot of things in the state to take care of the families that move here,? Larsen said. ?That?s an important ethic for us to continue to have, and it gives us an edge over the rest of the country.?

Industry advocates remain anxious, citing Congress? inability to agree on a path to deficit reduction. They contend the uncertainty is holding up private investment because companies don?t know how the cuts will unfold.

?Most are still concerned with sequestration,? said Gary Brackett, business and political manager of the Tacoma-Pierce County Chamber of the Commerce.

?That was kicked down the road, and so that remains a big point,? he said. ?In some respects the deal that was cut earlier this month has made that whole issue worse? because major questions remain unsettled.

Hancock anticipates dining on the ?best of? Baltimore?s crab cakes in wager with mayor

It?s a swap of crab cakes and steaks.

Denver Mayor Michael Hancock and Baltimore Mayor Stephanie Rawlings-Blake have ventured into the oh so popular terrain of ? ?wagers between politicians who represent areas that have teams in the NFL playoffs.?

As you all know, the Ravens and Broncos square-off Saturday afternoon in a AFC Divisional Playoff game at Sports Authority Field at Mile High.

If the Broncos win (which my colleague Tim Hoover has noted is likely), then Rawlings-Blake ships a platter of broiled crab cakes from J. W. Faidley Seafood in Baltimore?s historic Lexington Market. On the flip side, if the Ravens come out victorious, Hancock will send a box of dry aged ?cowboy cut? rib eye steaks from Lombardi Brothers Meats.

?Denver is looking forward to an exciting game with the Ravens, and I expect an Orange Wave to come out on top at the end of the fourth quarter,? Hancock said in a statement.

Meanwhile, Rawlings-Blake said in a statement that ?for five consecutive years, our Ravens have made the playoffs with an increasingly potent offense and historically dominant defense ? I am excited to watch them win another game on the road to the Super Bowl.?

Not likely, Ms. Rawlings-Blake.

Colorado Gov. John Hickenlooper made a similar wager with Maryland Gov. Martin O?Malley on Friday that features a swap of Centennial state lamb chops for Chesapeake crab cakes.

Hancock said he looks forward to dining on the crab cakes, which have been noted in the New York Times as ?the single best crab cake in Baltimore, if not the Western Hemisphere.?

In a previous match-up this season, the Broncos traveled to Baltimore where they defeated the Ravens 34-17.

Debt free real estate investing for income and appreciation

When I have previously outlined our Blueprint real estate investing strategy, I have usually given examples that involved the leveraged acquisition of quality assets followed by an aggressive campaign of debt elimination to produce maximum cashflow at retirement. But as crucial as smart leverage can be to the investing success of some investors following our strategy, it is not required or necessary. At its very essence, our Blueprint is the road map from where you currently are to where you are trying to go at the end of your investment horizon. So in that spirit, the right investment strategy for you is determined and shaped by your current financial situation. For instance, an investor with limited capital will follow a very different path to retirement than another investor with a large enough capital base to generate sufficient debt-free income to retire tomorrow.

Next, let?s take a deeper look into the main reasons and motivations that push some real estate investors to the path of debt free real estate investing for income and appreciation.

Risk aversion to debt

Most investors that make the choice to avoid leverage completely do so to avoid the perceived risk that debt inevitably adds to their portfolio. And it does not matter that the added risk is usually accompanied by a higher, leveraged return on investment. A very conservative investor is content with a lower rate of return if they can avoid the risk of financing. They view leverage not as a temporary tool to grow your capital base in a shorter amount of time but as a fatal risk that could bring the whole thing down. And often they have the time and/or the patience to build their wealth at a slower pace as long as it?s done within their risk comfort zone. This isn?t neither right nor wrong ? every investor should operate within ?comfortable? risk and return levels. In the end, it does not matter how good is the return on your investment if you perceive it so risky that you can?t sleep at night.

Lack of access to investment property financing

The investor that sidesteps debt due to this reason does so out of necessity, not choice. Take as an illustration a 58 year old teacher that takes early retirement and has some liquid capital to invest. He gets a pension every month but it?s not enough to fully retire. And also it?s not enough to qualify for financing on an investment property. In this case, the only available option to this investor would be an all cash strategy to increase his monthly income through some well placed real estate investments. Another example would be that of a newly minted entrepreneur that just ditched his corporate shackles with plenty of capital to invest but with no regular 9-5 income to qualify for financing.

Lack of need for financing

In this case, the investor already has a large enough capital base that the unleveraged yield on that capital is sufficient to provide the income she?s seeking. File this under, ?good problem to have?. Say you have an investor that has $1.5M in liquid capital to invest and they?re trying to create an income stream of $120k per year. This investor has no need to leverage that capital further ? she could purchase $1.5M in paid off real estate and reach her desired income right away.

Lack of necessary time

One critical ingredient in the utilization of leverage as a tool to grow one?s capital base is time. Without sufficient time to execute a proper debt pay off, leveraging your capital is simply risk for the sake of risk. You should only take calculated risks if you have? a) an exact idea on how to eradicate that risk as soon as possible and b) sufficient time to carry out that idea. As an example, take a 65 year old investor that needed to retire last Friday at 11:30 ? he just doesn?t have the time to execute a plan that involves the undertaking and paying off of leverage. The only option left is to use the capital that he has accumulated and generate the highest yield possible on quality asset(s).

The numbers

Now that we figured out some of the reasons why an investor would choose (or be forced down) the path of all cash real estate investing, let?s take a look at some of the numbers. Since the investor is not utilizing leverage, her return comes from exactly two places: Yield on capital and Appreciation. Yield on capital sounds like a big ten dollar term right out of a finance textbook but it?s actually pretty simple. If I purchase a property all cash for $140k, and after paying all operating expenses I have $11.5k in cashflow left over at the end of the year, my yield on my invested capital for the year is 8.2% (11.5k/140k). It would be the same as you going to the bank to open a CD where you put $140k and the bank pays you $11.5k in interest at the end of the year. Except that your banker would think you are on something if you asked for an 8.2% return these days! Depending on the relationship between the acquisition price and the incoming rent of the asset you acquire, your yield on capital on free and clear investment properties will vary from 7-9% annually.

On the lower end of that spectrum, you will find premium properties in highly desirable locations that are in high demand ? which results in higher acquisition prices and lower yield. The higher end yield will come from more standard properties in good locations. But here?s where it gets interesting ? the properties that produce lower yields have a higher potential for appreciation than their counterparts. So when it?s said and done, opting for a premium property at a lower yield may end up giving you a higher overall return. But in the end, it all comes down to the needs of the investor: If the investor is mostly concerned with income, the higher appreciation may not matter as they may never sell the property to realize it. Otherwise, if they?re just opting for an all cash strategy to avoid risk, going for higher quality assets may result in higher returns and lower risks over time ? a pretty rare combination.

Last but not least, cash is still King ? a generous monarch that at times allows an investor the patience to pursue and negotiate bargains on quality properties. This could be a dual boost to returns: 1) It would allow the investor to acquire the same income stream for a lower purchase price therefore increasing her yield and 2) the built in equity captured at purchase can act as instantaneous ?appreciation? that can be tapped later. The challenge with pursuing bargains is to never lose sight of the quality of the asset you are purchasing. An inferior asset at a great price is not a quality asset. So as long as property standards aren?t compromised, patient chasing of good deals is the recommended route.

Study points to a safer, better test for chromosomal defects in the fetus

Jan. 10, 2013 ? A noninvasive, sequencing-based approach for detecting chromosomal abnormalities in the developing fetus is safer and more informative in some cases than traditional methods, according to a study published Jan. 10 by Cell Press in The American Journal of Human Genetics. This method, which analyzes fetal DNA in the mother's blood, could provide women with a cost-effective way to find out whether their unborn baby will have major developmental problems without risking a miscarriage.

"Our study is the first to show that almost all the information that is available from an invasive procedure is also available noninvasively from a simple maternal blood draw," says senior study author Richard Rava of Verinata Health.

Metaphase karyotypes -- pictures of chromosomes taken through the microscope -- have traditionally been used to detect abnormalities associated with developmental delay, intellectual disability, congenital defects, and autism. Recently, a method called a chromosome microarray, which uses molecular probes to detect gains or losses of DNA segments within chromosomes, has been shown to provide more detailed information than a metaphase karyotype. But both of these approaches require invasive procedures that involve removing tissue from the placenta or inserting a needle into the amniotic sac to collect fluid. As a result, they increase the risk of infection and could harm the fetus during pregnancy.

Massively parallel sequencing (MPS) of fetal DNA in the mother's blood offers a safer alternative for the detection of chromosomal abnormalities across the fetal genome. But it has not been known whether MPS is as accurate as chromosome microarrays. In the new study, Rava and his team found that MPS was capable of detecting a variety of chromosomal abnormalities as accurately as chromosome microarrays.

"Such a noninvasive test could have clinical utility in the near future, particularly for women who either have a medical contraindication or lack access to an invasive procedure," Rava says. "This work suggests an exciting future path toward routine noninvasive detection of abnormalities in the entire fetal genome."

RG3 Injured: Redskins Lose Robert Griffin III To Knee Injury, Wild Card Game To Seahawks (VIDEO)

LANDOVER, Md. -- Robert Griffin III reached too far for the football, his already injured right leg twisting gruesomely behind him.

Just like that, Griffin was done. And so were the Washington Redskins.

The Seattle Seahawks finally won a road playoff game, snapping an eight-game postseason skid away from home with a 24-14 NFC wild-card victory Sunday over the Redskins, who lost Griffin to another knee injury in the fourth quarter.

"I think I did put myself at more risk by being out there," Griffin said. "But every time you get on the field, you're putting yourself on the line."

Griffin didn't know what the injury was, and coach Mike Shanahan said he was scheduled for an MRI to determine the extent of the injury.

Washington won seven straight games to win the NFC East title and become the only team in the last 16 years to make the playoffs after a 3-6 start. But any hope for a late comeback win against the Seahawks ended once Griffin's heavily braced right knee buckled badly as he strained to field a bad shotgun snap in the fourth quarter. He lay on the ground, unable to recover the ball as the Seahawks pounced on it.

Many fans in the stands stood in silence, their hands covering their faces as Griffin was being attended to. Several of Griffin's Redskins teammates also stood around the quarterback to see if he was OK.

Though Griffin walked off the field under his own power after several minutes and saluted the fans, the Redskins (10-7) quickly announced he would not return.

"If you didn't pull him out then, you should get fired," Shanahan said.

Griffin suffered a mild sprain of the lateral collateral ligament located on the outside of the knee against Baltimore on Dec. 9, caused when he was hit by defensive tackle Haloti Ngata at the end of a 13-yard scramble. He was limping earlier in this game, clearly still ailing from that injury.

"It was hard to watch RGIII tonight," Seattle coach Pete Carroll said. "It was hard on him. He was freaking gallant."

Despite Griffin's struggles, Shanahan left him in the game. Not that Griffin would have accepted an early exit.

"I probably would been right back out there on the field," Griffin said. "You respect authority, and I respect coach Shanahan. But at the same time, you have to step up and be a man, sometimes. There was no way I was coming out of that game."

Griffin went to the locker room to get checked out after going down in a heap in the fourth quarter, but walked back out a few minutes later and stood on the sideline as only a spectator for the rest of the game.

Seattle's Steven Hauschka kicked his third field goal of the game, and backup quarterback Kirk Cousins couldn't pull off the late-game heroics he displayed a few weeks ago against the Ravens when Griffin was first injured. Griffin was playing in his third game since spraining his right knee against Baltimore, which also brought Cousins into that game.

While setting a rookie quarterback record with 815 rushing yards this season, Griffin captivated the D.C. area ? and the football world ? with his dazzling ability to pass and run. After four straight last-place finishes in the NFC East, the Redskins appear to have a bright future with their No. 2 overall pick.

As long as Griffin is healthy, of course.

Sunday's game was only the second playoff contest in NFL history between rookie quarterbacks, and before his injury, Griffin looked more like a first-year player than he had during Washington's impressive run to end the regular season. He completed 10 of 19 passes for 84 yards with two touchdowns and an interception and ran for 21 yards on five carries.

"I don't feel like me being out there hurt the team in any way," Griffin said. "I'm the best option."

Shanahan said he spoke with Griffin throughout the game about the quarterback's health.

"He said, `Hey, trust me. I want to be in there, and I deserve to be in there,'" Shanahan said. "I couldn't disagree with him."

Meanwhile, Marshawn Lynch ran for 132 yards and a touchdown and Russell Wilson completed 15 of 26 passes for 187 yards and ran eight times for 67 yards for the Seahawks, who broke an eight-game postseason losing streak away from home.

Wilson was among those who watched and worried after Griffin went down.

"He's a tremendous football player," Wilson said. "I just prayed he was all right."

Seattle (12-5) will visit the top-seeded Atlanta Falcons next Sunday.

Lynch's 27-yard run with 7:08 remaining gave the Seahawks their first lead of the game - and then Seattle held on for the win.

Griffin tossed touchdown passes to Evan Royster and Logan Paulsen as Washington scored on its first two drives to take a 14-0 lead, but Seattle rallied to move on to the next round.

"We actually got a chance to sit at the dinner table and experience success," Griffin said. "It was a good meal, but now we want to go back and get dessert, and we'll be ready to get dessert next year."

Bridge Closing for Construction Affects Small Businesses

KANAWHA COUNTY, W.Va. (WSAZ) -- The Nitro-St.Albans bridge is set to close for construction Monday morning for 11 months, giving many small business owners around it a scare.

"I was worried at first," manager Charlene Martin said at the Living Water Thrift Store in Nitro. She's proud to serve a small community with her business, but wonders whether the shutdown will impair traffic to her store.

And she's not alone. At the nearby Valley Cash and Feed Store, co-owner Patrice Banker is concerned about continuing to serve her elderly customers after the closure.

"A lot of them don't like to drive anyway, and they're not familiar with the different routes," she said.

That's why Banker decided to start a delivery service this year, which she says will run twice a week in St. Albans and the surrounding areas.

She says she toyed with the idea of creating a satellite business, but decided that wasn't as economically feasible as the delivery service.

Although the thought of losing revenue makes them nervous, most business owners told WSAZ.com that they agree the bridge needs work, and that shutting it down for about a year is a much better option than closing it completely.

"It's an old bridge," Martin said with a laugh.

Banker says she's just looking forward to when construction is finished, and believes her regulars will stick with her through the hassle.

"A lot of people are loyal customers and they already told us they will drive around it," she said.

Alternate routes to the construction include taking the Nitro exit off of I-64 or taking the Dunbar Toll Bridge.
